The Utilities Manager is a role suited to university qualified water engineers who have good experience in water, wastewater/sewerage and trade waste. The role is to be supported by two engineers, a water quality officer and a field co-ordinator. The manager will need to lead these staff to rapidly expand their knowledge and skills. Further, the successful applicant will have access to a range of consulting engineers for the delivery of Council's growing program of capital works. Finally, the successful applicant will be responsible for providing support to the Director Infrastructure Services for the management of Council's Water Supplies, Sewerage Schemes and associated systems. Duties include: Effective management of the water and sewer services function of Council Provide strategic and effective leadership of the Utilities team in assisting Council to achieve the outcomes in the Operational and Delivery Plan Ensure compliance with all relevant legislation, including the Protection of the Environment Operations Act, Local Government Act, Water Management Act, the relevant State Regulations and the Australian Drinking Water Guidelines Ensure the efficient and effective operation and maintenance of Council’s water, sewer and urban stormwater systems and schemes Ensure the development, implementation and review of Best Practice Principles for Council’s water, sewer and trade waste systems and schemes Ensure the efficient and effective use of Council funds and external grants in the maintenance and construction of Council water, sewer and trade waste utilities Ensure the preparation and implementation of asset management systems relative to all water, sewer and trade waste systems and schemes Investigate, plan, develop and manage identified engineering projects for Council Co-ordinate consultants and contractors for the development and delivery of minor and major capital works projects Establish and maintain positive relationships with staff, grant bodies and regulatory agencies and their representatives Update and submit monthly and annual reports as required by grant bodies and regulatory agencies Participate in forward planning, policy review, budgeting, scheduling and reporting of works programs for both maintenance and capital works Manage and maintain relevant policies and procedures Foster and maintain Council’s Workplace Health and Safety programs and policies Carry out such duties that are within the limits of the employee’s skill, competence and training Applicants are to submit their application via Council's website.
