Reporting directly to the Unit Manager Water Planning and Development, the role of Section Manager Compliance is responsible for the implementation of a monitoring program for Central Coast Council (CCC) encouraging, regulating and enforcing community, industry and individuals to comply with statutory requirements and corporate objectives regarding Water and Sewer services. The incumbent is Water and Sewer’s primary source of contact in relation to the following external services; IPART in relation to pricing and other regulatory matters; NSW Office of Water in relation to Trade Waste, Annual Performance Returns and Water Extraction Licences; Environment Protection Authority in relation to pollution (system overflow) issues and effluent discharge licences; NSW Health in relation to water quality and health issues.

In addition, the Section Manager Compliance will provide day to day leadership to a team of professionals responsible for co-developing (in conjunction with the Unit Manager) - a comprehensive surveillance program to enable the identification of non-complying Water and Sewer activities within an acceptable period of time. This will be achieved through the professional management of Water and Sewer activities such as water services development compliance, pollution control services, etc. in accordance with relevant legislative requirements. The role is also responsible for overseeing the management and operation of Central Coast Council’s laboratories.

Key activities of this role include:

  • Lead and manage Water and Sewer operational statutory obligations, system development and reporting requirements within legislation and Central Coast Council’s framework;
  • Remain fully conversant with relevant water and sewerage legislative and regulatory frameworks and requirements and manage key internal and external stakeholder relationships in this regard;
  • Oversee the management and operation of Central Coast Council’s laboratories;
  • Develop, promote, monitor and review Water compliance education strategies and programs to reflect Central Coast Council’s strategies, plans and priorities.

Essential Criteria:

  • Degree qualification in Environmental Studies, Engineering, Science or related field OR demonstrated solid contemporary experience in compliance with statutory requirements and corporate objectives regarding Water and Sewer services, combined with ongoing professional development:
  • Previous experience in a similar role working in a large organisation;
  • Proven success as a leader with the ability to grow and develop teams focused on quality outcomes and a customer focus;
  • Extensive knowledge relating to regulatory function of a water utility;
  • Extensive knowledge and experience in the Water Supply and Sewerage industry;
  • Demonstrated experience in a regulated water utility.

Desirable Criteria:

  • Certificate IV in Frontline Management
