About the Position

This position leads the water metering function within our Water and Waste Directorate. The position optimises the meter fleet performance to enable accurate and timely billing, maintenance of customer trust and satisfaction, and support for effective management of the water network assets. The role includes coordination, development, review and implementation of strategies, investigations and plans to achieve these outcomes. Responsibilities also include coordinating all aspects of meter fleet and related asset management including meter replacement, supply, operation and maintenance, and associated data management though coordination of the City’s external metering contractor and City officers.

Key deliverables of the position:

  • Commitment to achievement of zero harm to staff and the community.
  • Coordination and management of the holistic meter contract including meter reading, meter supply, meter replacement and meter-related project components.
  • Manage and undertake the development, review and implementation of metering and data exchange strategies, and provide strategic direction and leadership relevant to the City’s water and recycled water metering fleet.
  • Responsible for production of key meter asset and contract performance metrics based on City asset management, contract and budget requirements.
  • Coordinate meter-related stakeholders across Water and Waste, including those within the Service Sustainability, Network Reliability, System Control, Business Performance and Asset Solutions branches.
  • Develop, lead and implement Water and Waste’s strategy for the introduction of smart metering devices, customer access portal and other technologies.
  • Represent, lead and integrate the metering team’s requirements into the development and/or replacement of the water billing system.
  • Develop, optimise, document and review procedures and work instructions guiding water meter and related data exchange processes and embed these operationally.
  • Support for ongoing development and review of policies including Water Meter Accuracy, Re-verification and Replacement Policy and the Water and Sewage Leakage Relief Policy.
  • Coordinate customer complaint management and associated investigations related to complex water metering and water consumption queries and challenges.
  • Provide specialist advice and represent the City within South East Queensland and wider Australian water industry in relation to water metering.
  • Manage, review and undertake the documentation of business cases for operational and capital projects that demonstrate the prudency and efficiency of proposed investments by considering asset and non-asset solutions as well as comprehensive evaluation of a range of options.
  • Provide specialist input into the development, implementation and review of strategic documents such as the City’s Planning Scheme, Customer Service Standards, Desired Standards of Service and SEQ Design and Construction Code, as well as Federal and State government legislation, policies and strategic plans.
  • Manage, develop and implement systems, processes and procedures for business improvement.
  • Present information and project recommendations to stakeholders and obtain their support.
  • Provide supervision, mentoring, leadership and assistance to a small team of internal staff on aspects of day-to-day planning and documentation activities relating to the metering function.
  • Manage and undertake project management, financial management, budget preparation and progress reporting for the section.
  • Perform any reasonable duties as directed from time to time by the Executive Coordinator provided that such duties are within the competency of the nominated employee.

About You

  • You have exceptional interpersonal and communication skills and the ability to deliver effective, concise, integrated and credible responses to key issues affecting metering assets and associated data exchange management.
  • You have high level management skills with the ability to analyse, develop, administer and coordinate complex strategies, policies, programs, projects and resources effectively to achieve planning and investment outcomes
  • You have demonstrated experience in management of metering assets and associated data exchange processes, and developing strategies and plans.
  • You have detailed knowledge of metering and data exchange technologies and related standards, statutory requirements and policies.
  • You have demonstrated experience in contract management, particularly in service contracts.
  • You have experience at an advanced level in the use of Microsoft Office applications (Outlook, Word, Excel, PowerPoint, Visio and Project) and mapping software (ArcGIS).
  • You have experience in leading, managing and mentoring technical specialist and administrative staff in a diverse and high performing team.
  • You have the ability to coach a team to deliver a quality service to customers and understand and react responsively to expectations.
